REGIONAL OPERATIONAL PROGRAMME aims to increase economic competitiveness and to improve life conditions of local and regional communities by supporting business development, infrastructural conditions and services. These objectives will ensure a sustainable development of the regions, able to effectively manage resources, to explore their innovation potential and to assimilate of technological progress.

Regional Operational Programme has 12 Priority Axis:

Priority Axis 1: Strengthening research, technological development and innovation

Types of investments:

  • Creating, modernization and extension of innovation and technology transfer of entities, including equipping them;
  • Specific technology services: technology investment studies; specialized technical assistance and consultancy to implementation / acquisition of technologies; technological assessment and technical audit etc.

Area of action: urban and rural

Priority Axis 2: Improving the competitiveness of small and medium enterprises

Investment priorities:

  • Promoting entrepreneurship, especially by facilitating the economic exploitation of new ideas and fostering the creation of new enterprises, including business incubators - investments made by microenterprises with at least one year of operating from urban areas and incubators and accelerators business (as traders);
  • Support the establishment and development of production capacity and developing advanced services - SMEs in urban areas and non-agricultural medium-sized enterprises in rural areas with a history of at least 1 year of operating.

Priority Axis 3: Energy efficiency in public buildings

Types of investments:

  • Improving the thermal insulation of the building envelope, renovation and modernization of facilities for the preparation and transport of the heat, hot water and ventilation and air conditioning systems;
  • Usage of renewable energy resources in order to provide the necessary of thermal energy for heating and preparation of the hot water for consumption;
  • Implementation of energy management systems for improving energy efficiency and monitoring energy consumption monitoring;
  • Replacing incandescent and fluorescent lighting with energy efficient and long life lighting;
  • Any other activities which lead to the achievement of project objectives.

Beneficiaries: public authorities and local and central institutions

Are eligible for funding all types of public buildings owned and occupied by central and local authorities and institutions, including storage spaces and storage annex, such as hospitals, educational buildings, administrative buildings, clinics, prisons etc.

Priority Axis 4: Supporting sustainable urban development

Investment priorities:

  • Supporting energy efficiency and renewable energy usage in public infrastructure, including public buildings and in the housing sector;
  • Promoting strategies to reduce carbon dioxide emissions for all types of territories, in particular urban areas, including promoting sustainable urban mobility plans and relevant measures to mitigate adjustments;
  • Actions to improve the urban environment, urban revitalization, regeneration and decontamination of polluted sites and promoting measures to reduce noise.

Investment Priority 1 - actions:

  • Investments to increase energy efficiency of residential buildings in urban areas
  • Investment in urban public lighting

Beneficiaries: Local public authorities in partnership with housing associations

Investment Priority 2 – actions:

  • Acquisition of electric rolling material / ecological vehicles; electric transport routes; modernization / rehabilitation of depots related to public transport; conducting separate paths exclusively for public transport vehicles; improving existing public transport stations;
  • Bicycle routes; creating pedestrian areas and trails; development of video monitoring systems and e - ticketing systems;
  • Development of sustainable urban mobility plans;
  • Create forestry curtains, alignments of trees or shrubs;
  • Development of ring roads in small and medium towns, as an urban street, to redirect vehicles transit and heavy traffic.

Beneficiaries: Local public authorities from urban areas (possible in partnership with the public transport operator)

Investment Priority 3 – actions:

  • Construction / rehabilitation / modernization of buildings in order to accommodate different social, community, cultural, leisure and sports, etc activities;
  • Development/ rehabilitation / modernization of the urban public spaces (non-upgraded streets, including rehabilitation / modernization of public utilities, undeveloped green areas, abandoned land, walking and shopping areas, etc.).

Beneficiaries: Local public authorities from urban areas

The projects must be part of a PIDU.

Priority Axis 5: Preservation, protection and sustainable valuation of cultural heritage

Types of investments:

  • Restoration, consolidation, protection and preservation of historical monuments;
  • Restoration, protection, preservation and realization of interior paintings, frescoes, outside mural paintings;
  • Restoration and remodeling of the facades view;
  • Interior facilities (installations, equipments and facilities for ensuring the air conditioning, fire safety, intrusion);
  • Facilities for exposure and protection of movable and immovable cultural heritage;
  • Tourism marketing and promotion.

Beneficiaries: Central and local public authorities, cult establishments, NGOs and partnerships between these entities.

Priority Axis 6: Improving road infrastructure of regional and local importance

Types of investments:

  • Rehabilitation and modernization of county roads that provide connectivity directly or indirectly with TEN - T network, construction of new county road segments for connecting with the highways;
  • Construction / modernization of the ring roads with county road status respectively linked with the county road, construction / development of roundabouts and other items to increase traffic safety;
  • Construction / modernization / rehabilitation of passages / interchanges routes (construction only to ensure direct connectivity to TEN T highways county roads) and construction of pedestrian walkways.

Beneficiaries: territorial administrative units

Priority Axis 7: Diversification of local economies through sustainable tourism development

Types of investments:

  • Rehabilitation / modernization of road infrastructure, including utilities of the road, in resorts, climate spas, construction / rehabilitation of the spa parks, parks – garden;
  • Developing capture and / or transport networks of the mineral springs and saline spas with therapeutic potential, spa climatic - climate; creating / modernization and equipping (including utilities) of the treatment bases;
  • Creation and extension of the recreational infrastructure, including related utilities;
  • Arranging touristic objectives of public utility and creation / modernization of related infrastructure of public utility;
  • Construction / modernization of observation points / filming / photography and mountain huts;
  • Arranging Salvamont / Salvamar stations, including the construction of new Salvamont / Salvamar stations;
  • Marking mountain trails;
  • Modernization of narrow track railways for rail transport of touristic interest in hill and mountain areas;
  • Construction of cycling paths;
  • Tourism marketing and promotion activities for the funded object.

Beneficiaries: Local public authorities and partnerships between them 

Priority Axis 8: Development of health and social infrastructure

Types of investments:

  • Construction of regional hospitals;
  • Rehabilitation / modernization / equipping of county emergency hospitals;
  • Rehabilitation / modernization / expansion / of the infrastructure ambulatory;
  • Rehabilitation / modernization / expansion / of the emergency units;
  • Construction / rehabilitation / modernization / expansion/ equipping of the integrated intervention community centers;
  • Rehabilitation / modernization / equipping of the social services infrastructure without the residential component (daycare centers "respite" psychosocial counseling centers, neurological recovery service centers - ambulatory etc.);
  • Construction / rehabilitation of family housing, family-type apartments, protected housing etc.

Beneficiaries: Local public authorities and public or private providers of social services, accredited under the law

Priority Axis 9: Supporting economic and social regeneration of disadvantaged communities from urban areas

Types of investments:

Integrated actions by:

  • Construction / rehabilitation / modernization of social housing;
  • Construction / rehabilitation / modernization of integrated medical and social centers of intervention and rehabilitation / modernization of undergraduate education institutions;
  • Investments in facilities of degraded urban space of disadvantaged community;
  • Employment stimulation through social economy activities (construction of social economy infrastructure).

Area of intervention: urban area through CLLD

Beneficiaries: Local Action Groups (LAGs), composed of representatives of local public authorities, institutions, local business leaders, civil society, marginalized urban area selected for intervention.

Priority Axis 10: Development of educational infrastructure

Types of investments:

  • Construction / rehabilitation / modernization / expansion / equipping of nursery infrastructure;
  • Construction / rehabilitation / modernization / expansion / equipping of preschool (kindergarten) infrastructure;
  • Construction / rehabilitation / modernization / expansion / equipping of mandatory general education (schools I - VIII);
  • Rehabilitation / modernization / expansion / equipping of vocational schools infrastructure and of technical / technological high schools;
  • Rehabilitation / modernization / expansion / equipping of university infrastructure.

Beneficiaries: Administrative territorial units (local public administration authorities), public universities

Priority Axis 11: Geographical expansion of the property registration system in cadastre and land registry

Types of investments:

  • Consolidation of ICT in the land sector, including hardware systems, software and computer services;
  • Systematic registration of real estate properties in the selected rural areas;
  • Improving of land management services;
  • Strategy management training program and related studies;
  • Organizing training sessions for project staff: contractors, municipalities, OCPI.

Beneficiaries: Local public authorities and citizens in rural areas

Priority Axis 12: Technical assistance

Types of investments:

  • Support to Management Authority and Intermediary Body for the implementation of various phases of the ROP;
  • Acquisition and installation of IT and bureau equipments, acquisition and development of the software required for management and implementation of the programme;
  • Organizational and logistical support to the ROP Management Committee and other committees;
  • Acquisition of goods and services needed for specific activities within the MA ROP / ROP IB;
  • Specific evaluation activities of the ROP, including the programming documents (technical assistance strategy, communication strategy, etc.);
  • Developing of the specific studies ROP;
  • Supporting MA and IB for closing ROP 2007-2013;
  • Supporting the preparation of ROP for the next programming period (studies, analysis, preparation of projects, etc.);
  • Support for the ROP specific publicity and communication activities;
  • Support for the launching of the activities for the next programming period of ROP.
